- A candidate must be either A citizen of India, or a subject of Nepal, or a subject of Bhutan
- A Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or a person of Indian origin who has migrated from Pakistan, Burma, Srilanka, East African
- A person of Indian origin who has migrated from Pakistan, Burma, Srilanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
Academic
Qualifications:
- Candidate must hold Graduate Degree in any discipline from any of the recognized Universities / Institute with good academic records.
- Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission's examination.
- Other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
Age Limitation: Age
of candidates should not be less than 21 years and not more than 32 years. Relaxation in age will be given as per the government rules

Number of Attempts: Eligible
candidates appearing in the examination would be permitted six attempts at the
exam. This restriction on the number of attempts would not be applied on the
candidates belong to the scheduled caste and scheduled tribes candidates who
are otherwise eligible. Number of Attempts permissible to the contestants
belonging to the Other Backward Class (OBC) who are eligible shall be nine.
Selection Process for
IFS: Selection of candidates will be done on basis of their performance in
Written Exam (Preliminary & Main) and Personal Interview which will be
conducted by Union Public Service Commission.
